THAT the Committee of the Whole agenda for November 13, 2019 be approved as amended .

THAT the November 8, 2019 Council Information Package having been given due consideration be received for information.

THAT the Downtown Parking Study 2019 be received for information. AND THAT staff be directed to release a public survey to garner input on Downtown Parking.

THAT Council of the Town of Penetanguishene approve the passage of a Deeming By-law for Lots 6 to 9 (inclusive) and Blocks 10 to 14 (inclusive) on Registered Plan 51M-653. AND THAT Council of the Town of Penetanguishene approve the removal of Inhibiting Orders Lots 6 to 9 (inclusive) and Blocks 10 to 14 (inclusive) on Registered Plan 51M-653. AND FURTHER THAT Council of the Town of Penetanguishene approve the removal from the title of the lands of the Subdivision Agreement registered through instrument LT386002.

THAT the Planning and Community Development Services Section endorse the following additional and existing referrals to upcoming agendas and staff: Future Agenda Items: Item Key Deliverables Council Member Expected Date Vacant Municipal Property Inventory Update Municipal property available for sale and development. Staff recommendations to move forward with sale and for property to acquire Councillor D. LaRose Q1-2020 Graffiti Policy Review Review of policy related to graffiti on non-town owned property. Councillor B. Cummings Q1-2020

THAT staff be directed to reply to the GBCSS requesting that any funding requests go through our Community Grant program in 2020.

THAT Council receives CAO Report 2019-13 regarding the final proposed and detailed Strategic Plan for information; AND THAT Council approves the final detailed Strategic Plan document as provided in Attachment #1 to CAO Report 2019-13; AND THAT staff provide a Community Version of the Strategic Plan document to Council at the November 27, 2019 Council meeting for ratification and dissemination to staff, council and the public.

THAT Council approve Option 1, as outlined within the staff report. AND THAT the additional $10,000 in funds be included within the Roads Division Snow Removal Contracts expense line (GL 1-4-3053-4010) within the 2020 Operating Budget.
