THAT the agenda of the Regular Council meeting of November 8, 2017, be approved as presented.

THAT the 2016 draft audited financial statements be approved.

THAT the following minutes of Council meetings be confirmed and adopted as circulated: Council - October 25, 2017 Committee of the Whole - October 25, 2017

WHEREAS the Councils of the four North Simcoe Municipalities (the Town of Midland, the Town of Penetanguishene, the Township of Tay and the Township of Tiny) deem it expedient to hold a joint Special Meeting for Education and Training Purposes, regarding the Provincial Growth Plan in open session; AND WHEREAS the joint Special Meeting is scheduled to take place on November 23, 2017 at 7:00 p.m., at the Midland Public Library 320 King St, Midland; NOW THEREFORE the Council of the Town of Penetanguishene agrees to meet pursuant to Section 236 of the Municipal Act, 2001, S.O. 2001, c.25 to facilitate a joint meeting; AND THAT the Procedural By-law for the Town of Midland will be the governing procedural by-law for the joint council meeting; AND THAT the Clerk of the Town of Midland be the Clerk for the meeting; AND THAT Council directs the Clerk to proceed with the required Public Notice.

THAT the recommendations contained within Committee of the Whole Report related to the Recreation and Community Services Section be approved.

THAT the recommendations contained within Committee of the Whole Report related to the Planning and Development Services Section be approved.

THAT the recommendations contained within Committee of the Whole Report related to the Finance and Corporate Services Section be approved.

THAT the Council of the Town of Penetanguishene introduce the following by-laws; 2017-68 2017-69 2017-70 2017-71 2017-72 2017-73 AND THAT the by-laws be read a first time and deemed to be read a second and third time and

THAT confirmation by-law 2017-74, be signed and sealed by the Mayor and Clerk.
