THAT the agenda of the Regular Council meeting of October 9, 2019, be approved as presented.

THAT the following minutes of Council meetings be confirmed and adopted as circulated: Special Council - September 25, 2019 Regular Council - September 25, 2019 Committee of the Whole - September 25, 2019 Special Committee of the Whole - October 2, 2019

THAT this report be received for discussion; AND THAT staff be directed to prepare a report for a future Committee of the Whole meeting to address any comments received at the Public Meeting.

THAT Staff Report No. PL-2019-62 regarding the proposed changes to the Provincial Policy Statement 2019 be received for information; AND THAT the Planning and Community Development Department be directed to submit comments to the Environmental Registry Postings #019-0279 regarding changes to the Provincial Policy Statement in keeping with Staff Report PL-2019-62.

THAT the Council of the Town of Penetanguishene supports the Association of Municipalities of Ontario (AMO) Towards a Reasonable Balance: Addressing growing municipal liability and insurance costs document; AND THAT staff be directed to send AMO a letter indicating Council's support.

THAT through collaboration with the Town’s community partners, Council supports wholeheartedly the pursuance of the new Francophone University primary location being situated in the Town of Penetanguishene; AND THAT Council requests formal support from neighbouring municipalities within the County of Simcoe, as well as community partners with a vested interest in the local French culture and heritage.

THAT the recommendations contained within Committee of the Whole Report related to the Planning and Development Services Section be approved.

THAT the recommendations contained within Committee of the Whole Report related to the Transportation and Environmental Services Section be approved.

THAT the recommendations contained within Committee of the Whole Report related to the Finance and Corporate Services Section be approved.

THAT the recommendations contained within the Special Committee of the Whole related to the Finance and Corporate Services Section be approved.

THAT the Council of the Town of Penetanguishene introduce the following by-laws; 2019-65 AND THAT by-laws be read a first time and deemed to be read a second and third time and

THAT confirmation by-law 2019-66, be signed and sealed by the Mayor and Clerk.
