THAT the following minutes of Council meetings be confirmed and adopted as circulated: Special Council October 7, 2020 Council December 9, 2020 Special Council December 9, 2020

THAT the Town’s 2021 Operating Budget be approved as presented; AND THAT the Town’s 2021 and 2022 Capital Budgets be approved as presented; AND FURTHER THAT a contribution of up to $470,611 be approved for the Penetanguishene Public Library to fund their 2021 operating requirements; AND FINALLY THAT a contribution of up to $15,000 be approved for the Penetanguishene Public Library to fund their 2021 capital requirements;

THAT the Town enter into a Transfer Payment Agreement with Her Majesty the Queen in Right of Ontario (as represented by the Mi nister of Transportation) for the provision of the Safe Restart Agreement – Transit Stream, Phase 2 for the Town of Penetanguishene Transit System. AND THAT a by-law for the Transfer Payment Agreement be brought forward for Council approval.

THAT Council approve the Mayor's appointment of David Claridge to the Trails Committee for the remainder of the Council Term.

THAT the recommendations contained within Committee of the Whole Report related to the Planning and Development Services Section be approved.

THAT the recommendations contained wi thin Committee of the Whole Report related to the Transportation and Environmental Services Section be approved.

THAT the recommendations contained within Committee of th e Whole Report related to the Finance and Corporate Services Section be approved.

THAT the recommendations contained within the Special Committee of the Whole Report related to the Finance and Corporate Services Section be approved.

THAT the Council of the Town of Penetanguishene introduce the following by-laws; 2021-01, 2021-02, 2021-04, 2021-05 AND THAT by-laws be read a first time and deemed to be read a second and third time and
