THAT the agenda of the Regular Council meeting of December 11, 2024, be approved as presented.

THAT the following minutes of Council meetings be confirmed and adopted as circulated:  Special Council - November 13, 2024  Council - November 13, 2024

THAT the public meeting report PL-2024-60 for the Zoning By-law Amendment (File No. ZA 12/2024) concerning 1376 Sandy Bay Road be received; AND THAT any matters identified in report PL-2024-60 and at the public meeting be addressed in a future report to Committee of the Whole.

THAT the public meeting report PL-2024-61 for the Zoning By-law Amendment (File No. ZA 13/2024) concerning 1457 Tay Point Road be received; AND THAT any matters identified in report PL-2024-61 and at the public meeting be addressed in a future report to Committee of the Whole.

THAT Council of the Town of Penetanguishene approve the release of the Section 118 restriction for Blocks 9 and 13 on Registered Plan 51M-1234 within the Champlain Shores Subdivision; AND THAT the Director of Legislative Services/Municipal Clerk be authorized to sign the application to delete the restriction from title.

THAT the Town of Penetanguishene 2025 operating budget be approved as presented; AND THAT the Town’s 2025 and 2026 capital budgets be approved as presented; AND FURTHER THAT a 2025 operating contribution to the Penetanguishene Public Library in an amount up to $526,585 be approved; AND FINALLY THAT a 2025 capital contribution to the Penetanguishene Public Library in an amount up to $22,000 be approved.

THAT the draft agreement between the Corporation of the Town of Penetanguishene and Georgian Bay Snow Riders be approved as outlined in attachment 1 of staff report RCS-2024-21; AND THAT the Chief Administrative Officer and Director of Recreation and Community Services are hereby authorized to make minor alterations to the agreement that does not substantially change its content; AND FINALLY THAT the staff bring forward the necessary by-law for Council approval.

THAT Council approve the expropriation of land which is described as Part of Lot 116, Concession 2, geographic Township of Tay, now in the Town of Penetanguishene being part of PIN 58446-0017(LT) for the purpose of the construction, maintenance and operation of public utilities and related appurtenances thereto required for the Fuller Avenue intersection improvements project; AND THAT staff bring forward a by-law authorizing the expropriation of the subject parcels.

THAT the recommendations contained within Committee of the Whole Report related to the Transportation and Environmental Services Section be approved.

THAT the recommendations contained within Committee of the Whole Report related to the Recreation and Community Services Section be approved.

THAT the recommendations contained within Committee of the Whole Report related to the Planning and Development Services Section be approved.

THAT the recommendations contained within Committee of the Whole Report related to the Finance and Corporate Services Section be approved.

THAT the recommendations contained within Special Committee of the Whole Report related to the Finance and Corporate Services Section be approved.

THAT by-laws be read a first time and deemed to be read a second and third time and

THAT confirmation by-law 2024-61, be signed and sealed by the Mayor and Clerk.
